Job Description:
The Program Manager (PM) is a supervisory position leading a large mission-critical contract with the Client in Martinsburg, WV. The PM will oversee all work including Request Tracing; Document Receiving, Warehousing and Scanning/Conversion; Data Entry/Admin Support; Law Enforcement and Intelligence Support; Customer Service Help Desk; IT Systems Support; Quality Management; and Program Management. The PM will supervise all program staff including a Deputy PM and Task Managers to accomplish contract requirements. The PM will serve as the POC and primary interface with the Government Contracting Officer and Contracting Officer Representative. REQUIREMENTS:
Bachelor's Degree in Business, Engineering, Computer Science, or related discipline. Minimum of eight (8) years of experience as a Program Manager or related role, leading large complex programs (12
years preferred). Experience with management and supervision of a significant number of staff (200-400) of various labor categories and skills. Experience managing contracts covered by the Service Contract Act (SCA). PMP certification preferred ITIL Foundation certification preferred Demonstrated leader and manager, able to optimize personnel and team productivity Ability to multi-task in a fast-paced environment and be a team leader Ability to work independently and also be a strong team player Proficient in Microsoft Office Excellent verbal and written communication skills, with experience writing briefings and presentations Notable ability to work under pressure with strict timelines Strong ability to develop others through goals, plans, and coaching Strong customer service skills Ability to obtain and maintain a Public Trust security clearance.
Responsibilities:
Provide Program Management in support of program work scope activities Learn and understand organization processes and procedures, and implement the Quality Assurance Surveillance Plan (QASP); Oversee the development and maintenance of Standard Operating Procedures Drive process improvements to increase overall efficiency and reduce costs in meeting the mission needs of the organization and its stakeholders Seek ways to incorporate innovative and emerging technologies that meet organization mission objectives and improve operational performance Resolve the complexities and difficulties that are characteristic of operating a large-scale information warehouse where information is captured and translated between different media Establish a flexible, transparent, and responsive performance management information system that provides insightful, accurate, and timely information and data on program status and performance reporting Make decisions based on full consideration of the organization's business processes, functional requirements, and economic and technical feasibility in order to produce the desired project outcomes Work in coordination with the Deputy Program Manager and Task Managers to prioritize multiple initiatives and tasks, and effectively utilize resources to meet deliverables Provide sufficiently trained staff to perform the requirements of this contract Establish appropriate and effective employee incentives that maximize performance Provide daily communication and coordination with Deputy Program Manager, Task Managers, and other staff Provide detailed oral and written reports to the government as needed Ensure organization needs are met in a courteous and professional manner Comply with all applicable Government regulations, policies, and procedures Adhere to all established guidelines and operating rules in effect at the Martinsburg, WV facility Other duties as assigned.
Salary Range:
$100K -- $150K
