10 an hour JOB SUMMARY Under general supervision, performs a variety of and documents complex initial and follow-up inspections of all types for construction sites and stormwater management facilities, including structural above ground and underground facilities, and Environmental Site Design (ESD) practices.
The position will also act as the team lead in the collection of field data, evaluation of BMPs, and will be responsible for maintaining the District's GIS database; performs related duties as required.
ESSENTIAL DUTIES AND FUNCTIONS:
Provides technical expertise on complex inspections and monitoring and approving repairs made to stormwater facilities by property owners and /or contractors; Determines compliance with plans, permit requirements, engineering standards, and applicable County, State, and Federal laws, codes, ordinances, regulations, and guidelines; Performs public service and provides technical assistance by answering questions and providing information, explaining, and defending technical and procedural requirements in-person, by telephone, and/or field consultation with the public, property owners, engineers, contractors, and other clients; Fulfills geospatial analyses, mapping, and online application requests for District staff and external partners; Demonstrates and applies an understanding/knowledgebase of geospatial topics and best practices including projections, data management and version control, spatial analysis techniques, linear referencing, editing features, field data collection techniques, and other GIS tools; Collects field data using BMP rapid assessment protocol to support asset management goals in the District's GIS database; Assists with the management of the District's GIS database in cooperation with Berkeley County staff and watershed partners; Issues orders and summonses; gathers evidence, preparing complex enforcement/complaint cases for court consideration, and testifies in court as issuing officer and expert witness; Provides technical assistance to field staff and interns that aid in the collection of data; Investigates and resolves citizen complaints regarding maintenance of stormwater facilities, and determines whether violations of applicable Federal, State, County laws have occurred; Performs post construction assessments related to bond reductions and as-builts for county planning and engineering; Assists in the development of the MS4 program; Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Stormwater management systems, water quality BMPs, water quantity control BMPs, methods, and materials; Applicable local, state, and federal regulations pertaining to stormwater management and the MS4 program; Operation of wide variety of hand and power tools and equipment common to the field; Safe work methods and safety regulations pertaining to the work.
Ability to:
Understand, explain, and apply policies and procedures; Communicate clearly and concisely, both orally and in writing; Read and interpret plans and specifications; Establish and maintain effective working relationships with those contacted in the course of the work; Utilize Microsoft Office Suite with an intermediate to advanced level of competency; Utilize and manage data in GIS based systems and databases; Deal constructively with conflict and develop effective resolutions; Exercise independent judgment and initiative without close supervision; Follow standard safety practices and procedures common to the job tasks.
EDUCATION AND
Experience:
High School Diploma or equivalent required; Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Bachelor's degree in an appropriate engineering, environmental science, or professional field and three (3) years of experience in a technical/professional field appropriate to the maintenance and construction of stormwater management facilities of which one year must have been in a code compliance/enforcement; ArcGIS Certifications, VADEQ Inspector for SWM Certification, VADEQ Inspector for ESC Certification, Certified Erosion, Sediment and Stormwater Inspector (CESSWI), Certified Professional in Erosion & Sediment Control (CPESC) preferred; Must have a current valid driver's license.
